Meaning:
upon asking, who does not give wage;
(such) insolent boss/master to serve and grieve, it's better

a small farm plot to till/plough and living (better) is possible in this world, O wise one!

Discussion:
Baddena discusses about the practical aspect of livelihood, pride, self respect and of course, the solution to content-living.
Instead of serving an insolent boss that does not give wage even on asking, it is best to make a living by getting strong bulls and till a small land. This is an urge to take matters in hand and not be ashamed to try hard labor, especially when self-respect is at stake.
